L. Reece Trimmer, RMA
L. Reece Trimmer is well known and widely respected by two generations
of law enforcement officers in North Carolina. He is a graduate of Harvard
Law School, formerly the chairman of the Legal Department at the NC Justice
Academy, legal advisor to the Durham Police Department and Cumberland
County Sheriff’s Department, and principal instructor of law for
the SBI Academy and SBI In-service Training. At the NCJA, he taught law
and police procedure in all kinds of courses to thousands of officers.
Reece has been appointed to numerous state study commissions and task
forces, including chairmanship of the Governors Task Force on Domestic
Violence. He authored model policies and procedures on use of force and
deadly force in place today in many agencies throughout the state. He
is a nationally recognized legal specialist and teacher in police procedures
and civil liability related to law enforcement actions. Since retiring,

William F. Booth, CPP, CFE, RMA
Bill Booth, CPP is a graduate of North Carolina State University with
fourteen years of city and state law enforcement experience and 23 years
of private security experience in investigations, training and security
consulting. He is Board Certified in Security Management by ASIS International.
He has also served as a consultant in over 250 negligent security lawsuits
and has been qualified as an expert witness in State and Federal court.
Bill is the CEO of Risk Management Associates (RMA), a security consulting
and investigation company headquartered in Raleigh. RMA’s operations
extend across the United States providing security assistance, guidance
and advice to more than 260 major corporations and governmental entities.

Billy G. Green, Jr., RMA
Billy G. Green, Jr. retired in 1997 from the North Carolina State Bureau
of Investigation (SBI) after 28 years as a special agent. He served in
general assignments in criminal and drug investigations, intelligence,
executive protection, and training. Prior to joining the SBI in 1969,
he was a patrolman with the Raleigh Police Department for three years.
His training, education and experience includes the Raleigh Police Academy,
SBI Academy, FBI National Academy, U.S. Army Hazardous Devices School
Basic and Refresher Courses; FBI regional bomb technician and bomb squad
commanders’ courses, US Army XVIII Airborne Corps Sniper School,
intelligence and countermeasure courses at the AID National Intelligence
Academy, audio enhancement training with the FBI crime laboratory and
Digital Audio Corporation. Billy served as a bomb technician with the
SBI Hazardous Devices Unit and as a tactical operator and hostage negotiator
with the SBI tactical and hostage recovery unit. He was Special Agent
in Charge of the SBI Training Division for 13 years and a general criminal
justice instructor and firearms trainer for 20 years. He has been an electronic
counterintelligence specialist for 33 years, and responded to over 500
bomb squad calls over 24 years involving suspicious items, the disposal
of explosives and military ordinance, and the render-safe of live explosive
devices.
Currently, Billy is a consultant with Risk Management Associates in Raleigh,
specializing in technical surveillance countermeasures (TSCM), vulnerability
analysis and WMD/terrorism defense. Billy is a Certified Protection Professional
(CPP) through the American Society for Industrial Security, and is Certified
in Homeland Security (CHS), Level III, through the American College of
Forensic Examiners Institute. Billy is a Charter Member (1974) of the
International Association of Bomb Technicians and Investigators (IABTI),
and has a Bachelor of Arts degree in economics and a Master of Education
